Rules Committee recommendations

 

Dear NENHA member,

 

The Rules Committee will be submitting for approval the following changes to our Bylaws and Rules during the March 3, 2010, General Membership meeting. Green text is new, red struck-through text is being deleted. Text in italics is not part of the bylaws, they are explanations only.

 

The modified rules are available for review at NENHA.org, or attached, if notice sent by email.

 

Changes to Bylaws

 

Change #1: Added email as a delivery option on page 8 Section 2 and on page 10 Section 5.

 

Article 7 – BOARD OF DIRECTORS

Section 2

Nominations for the next year’s Board of Directors will be taken from any interested members by email to the secretary, or on an open list available at all club functions in July, August and September. Ballots will be mailed out delivered by mail or email in October and a vote taken at the November membership meeting. ...

...Due notification of a vote to change the bylaws must be given to the general membership by mail or email. ...

 

Change #2: Page 12 Article 9 - remove apostrophe on days, remove written, add Notice may be given by mail, email or telephone.

 

Article 9 – AMENDMENTS TO BYLAWS

These bylaws may be altered, amended or repealed and new bylaws may be added by a 2/3 majority of voting members present at any regular membership meeting or at any special membership meeting if at least ten days' written notice is given of intention to alter, amend, or repeal or to adopt new bylaws at such meeting. Notice may be given by mail, email or telephone.

Change equine to equestrian in first paragraph.

 

      Chartered in 1977, the Northeastern Nevada Horseman’s Association (NENHA) has been an active family equine equestrian organization. As a non-profit organization all proceeds are used for awards, promotions and other NENHA functions.

 

Change #5: Page 17 Rule 3 Item 3

Bullet #3 - reworded to eliminate points from Grand/Reserve class rolling back into individual class

 

 

Rule 3 – POINT SYSTEM

• In Halter Grand & Reserve Classes: Grand Champion will receive 2 points more than the top horse in the sex division. Reserve Champion will receive 1 point more than the top horse in the sex division. These points will remain in the Grand & Reserve sex class and will not roll back into the horse’s original age class. Overall division placings will be determined by the points accumulated in the Grand & Reserve Class for that sex. Class winners will be determined by the points accumulated in the individual age class.

 

Change #6: Bullet #5 pg 18 - added word will and added additional tie-breaking criteria. The added criteria comes from AQHA Most Valuable Horse Award tie-breaker rule.

 

• Ties for year-end awards will be resolved as follows: Classes in which both contestants competed will be reviewed. First: The contestant with the greater number of wins over the other will be placed higher. Second: The horse earning points in the greatest number of classes will be the winner. If this does not these two criteria do not resolve the point tie, the tie will be submitted to the awards committee for resolution.

Section 6 – AMATEUR DEFINED

• An amateur has not shown, judged, trained or assisted in training a horse for remuneration, monetary or otherwise, either directly or indirectly, nor received remuneration for instructing another person in riding, driving, training or showing a horse for five calendar years previous to the current show season.

 

Section 76 – AGE GROUP CLASSES

• All age group classes are amateur classes. No professional may compete in an age class. An amateur has not shown, judged, trained or assisted in training a horse for remuneration, monetary or otherwise, either directly or indirectly, nor received remuneration for instructing another person in riding, driving, training or showing a horse for five calendar years previous to the current show season.

 

Change #8: Added loping restriction to all participants in the 9 and under class

 

Participants in the 9 and under walk/trot division may not cross enter into non walk/trot classes in any performance, reining, or gymkhana classes in the current show year.  Same rule applies to Walk/Trot All ages, Walk/Trot Kindergarten and Lead-line/Stick-horse participants.

Section 2 – YEAR-END AND HIGH-POINT AWARDS STRUCTURE

Year -End High-Point Awards may be given to the high-point winner of each age division, Novice Division and Open Division in the following DISCIPLINES: Western Performance, Reining and Gymkhana. High-Point Awards in Non-Age Divisions including, but not limited to, Halter, Junior Horse, Kindergarten, English Performance and Walk-Trot All Ages will also be allowed providing at least three classes are offered in the discipline division. Section 7 – NOVICE CLASSES

Novice classes are designed for exhibitors who are just starting out in the show world. To qualify as a Novice rider for any class or discipline, a rider must be an amateur as defined by Rule 5, Section 6 and not have won a year-end high-point award or reserve year-end high point in that discipline in any division ...

 

Change #20: Section 9 removed “or reserve year-end high point”, restricted class amateur status, clarified excluded classes to match wording in novice classes.

 

This is a skill level restricted class for the amateur rider, as defined by Rule 5, Section 6, to include three Western Performance classes: Pleasure, Horsemanship and Trail. Once you win a year-end high-point or reserve year-end high point performance division award in any division, except 9 and under, Leadline 6 & under or Stick Horse, you are no longer eligible to compete in this walk-trot division. If you win a year-end class award in any division, except 9 and under, Leadline 6 & under or Stick Horse, you may no longer enter in said class. No exhibitor may participate in this division if they have participated in any NON walk/trot Performance, Reining or Gymkhana class during the current show year.

 

Change # 21: Created new section adding restrictions to all participants in the 9 and under classes.

 

Section 9a – WALK-TROT RESTRICTED CLASSES

Participants in the 9 and under walk/trot division may not cross enter into non walk/trot classes in any performance, reining, or gymkhana classes in the current show year.  Same rule applies to Walk/Trot All ages, Walk/Trot Kindergarten and Leadline/Stickhorse participants.
